| Performance management, which is a major part in the human resources (HR) management activity of government, has played an increasingly important role in the other parts of HR management and overall performance. In addition to boost the promotion of government performance and realization of democracy, justice and other basic values, government performance management also has the capability of satisfying effectiveness and maneuverability of government operation, which are the fundamental factors of government development and administrative reform. The society development is closely related to the interests of all ethnic groups, but it is imperfection for contents and methods of the government performance management in our local government. Comprehensively elaboration of the general theory has been conducted based on the connotative meaning of government performance management.
