With the rapid development of information technology,China's e-government construction has entered a stage of rapid development.Various government departments have also responded to the national call,to plan and build the respective e-government information system and make a certain result.However,there are also many problems:The government has a complex organizational structure that makes it difficult to establish effective project management teams;lack of unified construction planning,the system formed a "information island";The system life cycle was greatly affected by the policy change;The system quality is difficult to get effective control and guarantee.Shandong government affairs bureau is the administrative department of the provincial government affairs.Since 2015,the bureau has stepped up its investment in informatization,building the "Shandong government affairs" comprehensive information platform.Therefore,through identification and evaluation of various risks in the project,and the countermeasures and monitoring measures are important to improve the success rate of the project and reduce the loss.This article takes the "Shandong government affairs" comprehensive information platform project as the research object.On the basis of investigating the risk management literature of some e-government projects at home and abroad,this paper expounds the theories of risk management planning,risk identification,risk assessment,risk response and monitoring.The project risk management theory is applied to the"Shandong government affairs" comprehensive information platform project.In the stage of risk management,the risk factors that may appear in the project are identified by brainstorming method,Delphi method,WBS structure decomposition method and common sense and experience.Through induction summary,identify the decision-making risk,management risk,security risk,technology risk and personnel risk,a total of five risk factors,and detailed analysis of each type of risk factors to build AHP index evaluation system.Then to build "target layer and index layer,factor layer"three layers evaluation model,to calculate the probability of risk factors,severity.According to the results of calculation analysis,requirements changes,the project schedule risk,system robustness risk,policy changes,platform architecture selection risk and personnel risk six key risk perception.Finally,the project risk response and monitoring measures are put forward for the six key risks.Through the planning,identification,analysis and control of the risk factors of the comprehensive information platform of "Shandong government affairs",the smooth implementation of the project is effectively promoted and the risk loss of the project is reduced.At the same time,it provides reference for risk management of other similar e-government projects.
