Study On The Reform Of Personnel System Of The People's Court Of X District Fushun City

Since 2013,China has started a new round of judicial system reform which focuses on the improvement of judicial credibility by forming an elite and professional team of judges.As an important component of this reform,the reform of the personnel system among courts is of great significance and profound influence for it involves the running efficiency of judicial organs and institutions,the immediate interests of the staff and the construction of “a rule of law in China”.Based on the analysis of the concept and theory of grassroots court personnel system reform and the history of court personnel system in China,this paper focuses first on the weakness of the classified management of judicial personnel,"administrative" downsides of the court system,the lack of material insurance for reform and so on.Then it puts forward some countermeasures for the reform of personnel system such as building a trial-centered judge team,improving the promotion and election system,strengthening the judicial occupation security and raising judges' political status.In the region administrated by Fushun City,Liaoning Province,X District People's Court,the population,level of economic development and comprehensive quality of judges and so on are on the average level in the northeastern region.Problems encountered in the course of judicial reform are also common.Based on my own experience and investigation of first-line trial in the people 's court in X District and advanced concepts of personnel management at home and abroad,this paper summarizes the problems in the reform of personnel system in X District People' s Court,analyzes the causes and puts forward related countermeasures and proposals.It ishoped that with the existing institutional mechanism,we will give full play to the subjective initiative of grassroots courts,establish a professional and elite team of judges as a way to realize the goal of "rule of law China" soon.
