Research On The Personnel System Reform Of Shangluo Intermediate People's Court In The Context Of Judicial Reform

The new judicial reform designed a general plan for the reform of personnel system aiming at courts,under a general framework where the system of judge posts,the system of classified personnel management and the system of judicial responsibility are built.The courts of all places have embarked on this according to the requirements,but new issues arose during the process of the reform of personnel system,which should be carefully investigated and solved in order to advance the reform.This article studied the personnel system reform of Shangluo intermediate people's court during the judicial reform as the subject,summarized the personnel system before the reform,the current situation and periodical preliminary results of the reform,also identified and analysed some problems such as the lack of legislative and theoretical authority,growing pressure of post judge handling a case,the difficulty in judge assistants' effective work and the practice of judicial responsibility system.And asynchronous reform and legal amendment,imperfection in the management system of post judges,the lack of matching management system to trial support staff,the lack of supervision and restriction system have primarily caused the problems mentioned above.Based on this,the writer brought forward four suggestions: to support the personnel system reform with legality,to improve the management system of post judges,to perfect the matching management system of trial support staff,to build up an efficient supervision and restriction system of judicial responsibility,aiming at advancing the personnel system reform of Shangluo intermediate people's court and hoping this would help the implementation of the personnel system reform of our country.
