Research On The Cooperation Of Local Governments In The Construction Of Guangdong Coastal Economic Belt

Guangdong coastal economic belt is the key area of China's economic development,the Pioneer Area of reform and opening up and the global manufacturing base,with a strong economic foundation and marine resources endowment.When inspecting Guangdong in 2018,General Secretary Xi Jinping stressed the need to build a modern coastal economic belt,which showed that the state attaches importance to the construction of the coastal economic zone in Guangdong.And,as the most promising and influential coastal economic belt in Guangdong,it combines closely the advantages of the open economy,the superiority of marine resources and the transformation and upgrading of the industry,and promotes the coastal inland and regional economies with the development of the coastal economy.It is of great significance for the innovation and development of integration.In the process of economic integration in Guangdong coastal areas,local governments play an important role as bridges and ties.The depth and breadth of cooperation between local governments affect the overall planning of the construction of the entire Guangdong coastal economic belt.Due to many reasons such as the traditional division of administrative system,cross regional local government cooperation is facing many problems.Therefore,on the basis of literature reading,this paper constructs the theoretical framework of local government cooperation in Guangdong coastal economic zone,analyzes the current situation,problems and specific causes of local government cooperation in the construction of Guangdong coastal economic zone,based on the successful experience of local government cooperation in the development of regional economic integration at home and abroad,this paper puts forward the targeted measures to ensure the cooperation of local governments in the construction of Guangdong coastal economic belt.This study is divided into seven chapters : The first chapter is the introduction,which mainly describes the research background,significance,research status at home and abroad,research ideas and methods,as well as the corresponding innovation points and shortcomings.The second chapter defines the concept of coastaleconomic zone,regional economic integration and local government cooperation,and based on the theory of intergovernmental relations,cooperative governance theory and institutional collective action theory,to lay the theoretical foundation for the research.The third chapter,according to literature research and data analysis,expounds the elements and functions of Guangdong coastal local government cooperation,and constructs the theoretical framework of local government cooperation,pointing out the logic of the article.The fourth chapter combs the development,evolution and key areas of Guangdong coastal local government cooperation,and takes zhanmaoyang coastal economic belt as an example to analyze the current situation and effectiveness of cooperation,based on which to analyze the problems in cooperation and analyze the causes.The fifth chapter draws lessons from the experience of the successful areas of local government cooperation-American metropolitan areas and Yangtze River Delta urban agglomerations,and gets the inspiration of local government cooperation from their experience.The sixth chapter,according to the analysis of the above chapters,puts forward countermeasures and suggestions for the cooperation of local governments in Guangdong coastal economic zone from the aspects of establishing the concept of cooperation and governance of local governments,improving the performance appraisal system of local governments,improving the system and mechanism of local government cooperation,and improving the policies and regulations of local government cooperation.The seventh chapter summarizes the whole paper,points out the shortcomings and analyzes the next research direction.
