It is known that China has a large group of civil servants.As the rapid development of the political system reform has raised higher standards and requirements for the ability and service quality of civil servants,how to encourage them to make contributions to economic,social and political development is a quite important issue to the government.Performance appraisal is a kind of human resource management which was once introduced to China,to make it adapt to China’s development need many theoretical and practical explorations.Based on the research conclusions at home and abroad,this paper has conducted research on performance appraisal mode for the civil servants.A management mode of the individual performance appraisal covering the elements of the links,process and operation is also established in this paper,which could provide a reference for the human resources department to carry out performance evaluation and stimulate employee motivation.Based on the MBO(abbreviation for Management by Objective),the PDCA cycle and other management theories,this paper puts forward four key elements,including individual performance plan,performance evaluation,assessment results feedback and improvement plan.The KPI(Key Performance Indicator),BSC(Balanced Score Card)and other tools are used in this paper,to study the process elements and the specific implementation steps of performance appraisal.It also analyzes the application of performance communication,and puts forward that supervision and application of assessment results are needed during the assessment.At the same time,this paper uses the 360° evaluation method to analyze the choice of the appraisers,enumerates the principles that need to be followed,and points out the matters needing attention and the solutions that can be taken.Insisting the principle of combining theory with practice,the W District will be chosen for the survey.Based on the performance appraisal methods and evaluation practices of the W District,the paper has sorted out and analyzed the design of the link elements,process elements and operation elements.At the same time,in conjunction with the questionnaire survey,a survey on satisfaction with performance appraisal is carried out within the W District.Through data analysis and theoretical analysis,this paper points out the specific issues and suggest improvements on these issues.Based on the analysis,the paper has proposed six positions including simplify the operation,promote the electronic assessment process and so on.These suggestions will facilitate effective improvement of performance appraisal in W District,and also will have certain reference value for promoting the scientific and standardized performance appraisal in government departments.
