Analysis On Evaluation And Construction Policy To Beautiful Community In Binhai New District

Community is the most basic unit of society.To strengthen establishment of Beautiful Community has a significant meaning in promoting social harmony and stability,innovating grass-root society management and increasing the resident's happiness index.In recent years,Binhai New District has accelerated the development of the Beautiful Community,the community work has achieved remarkable results.However,the problems appear day by day.By means of lucubrating the construction process of Binhai New District,this thesis expects to find concrete implementation measures to explore a suitable road for Binhai New District in Beautiful Community construction.This thesis adopted measures like literature researching,professor interviewing,study researching,and special case studying to form 5 parts.Firstly,this thesis introduced the background,significance and approach of Beautiful Community research and expounded related concept,current development situation and development tendency.Through analyzing six successful cases domestic and overseas including Singapore,USA,Japan,and Suzhou,Hong Kong,Taiwan in China,the thesis summarized and extracted six special experiences.Then,based on the general condition of Binhai New District,the thesis mainly introduced a certain achievement has been gained in multiple governance model establishment,integration of multiple governance resource and community safeguard mechanism establishment.And four problems like low level of community self-governance,bad environment in parts of communities,lack of culture soft power and low standard of community service.And deeply analyzed the cause of the problems.Then,the thesis actively explored and built evaluation index of Binhai New District construction including 13 big items and 85 subsidiary items,and selected Fuxiuyuan Community,Hehuali Community to analyze the index empirically.Lastly,the thesis proposed suggestions for Beautiful Community construction in three aspects,government responsibility,responsibility of community,social worker and social organization,residents responsibility,so that Binhai New District could be constructed as a new style Beautiful Community,green,healthy and harmonious.
