From the reform and opening up,China's economy and society have developed in high speed and acquired achievements of world interests.But the transformation of the government's functions and the reform of administrative system have not caught up with the developing pace of the era completely.During the process of implementing administrative management and severing the public in some local governments,there exists phenomena of “slow action,disorderly action,no action” which causes the governments facing with crisis of public trust and management.With the commonly used idea of “Government Performance Management” in Western developed countries in 1990 s officially introduced into China,the government of all levels in China gradually notice that promoting the government performance management is an important part of strengthening the Party's governing capacity in the new era and quickening the process of socialist democracy.Under such backgrounds,to promote the performance management of local governments has become a necessary choice to reform the administrative system of our co untry.Government of district level is the closest grass-roots government to the public besides villages and towns.The district-level government stand in the forefront of reform,development and stabilization and it is a critical link of executing and implementing public policies.To carry out performance management in district-level government and to improve the public administrative capacity are the requirements of the era and the expectations of the public.In recent year,some of the distich-level governments in our country has already tried and foretasted the performance management,and they have acquired certain achievements.However,since this work has just started and the imported foreign theory has not acclimatized,which leads to some problems,in urgent need of our solutions,in the practices of multiple district-level governments.On the basis of summarizing relevant literatures of performance management in both domestic and abroad governments and the actual practices in local governments,after combining with the related theories in Public Management and taking Hetang district in Zhuzhou Hunan as an example,this article briefly elaborated the developing path of Hetang district-level government's performance management(performance examination)in more than 10 years.And the article analyzed the specific actions when Hetang district-level government is implementing practices of government performance management from following four aspects: performance plan,performance supervision,performance ex amination and performance feedback.Also after objectively analyzing and studying the obtained achievements in three aspects and existing problems in five aspects,the article at last came up with countermeasures and suggestions to perfect the performance management of Hetang district-level government from five perspectives: construction of ideology,construction of legal system,construction of system,technological innovation and application of achievement.The article hopes to have certain reference func tions for China's local governments,especially governments of county-level and municipal level,when they carry out works of performance management.
