Government performance management is a management theory as well as an efficient management method,which using performance management as the main approach to evaluate the comprehensive performance during the process of execution of duty,the efficiency of completing the mission,and the results of achieving the goals of economic and social development.The result of performance management is also a way to improve the both the quality and efficiency of government and reduce the administrative cost.Performance management emphasizes the process cycle of "plan-implementation-evaluation-feedback" to achieve the final goals of keeping itself developing and improving continuously.The establishment of scientific and reasonable government performance evaluation index system and evaluation mechanism is the internal demand of the government's self-improvement management,it is also the inevitable trend of transition from leadership management to staff self-management.In 2011,The Zhongshan district committee and the district government issued the implementation measures for government performance assessment,which clarified the specific work measures and steps,so as to further promote and implement the administrative performance management system to guarantee the system,and formally opened the prelude of the current government performance assessment work in Zhongshan district.The object of this paper is the performance management of Zhongshan District government.First of all,using the literature research method,through the research of domestic and foreign literature review,to clarify the current ideas and direction of performance management,research and explore the current situation of Zhongshan District government performance management.Then,by means of questionnaire and field interview,through sorting out the survey results,we find that there are some problems in the current performance management,such as imperfect system,onesided index setting,low operating efficiency,poor incentive of assessment results,etc.,and analyze the causes of these problems to find the crux.In the end,we draw lessons from the experience of two advanced regions,Chongqing Yuzhong District,Hangzhou Xiacheng District and so on,and put forward countermeasures and suggestions.
