Study On The Construction Of Community Correction Team From The Perspective Of Public Management

With the development of economy and and the progress of society,the interests of the masses are more diversified while the material wealth is greatly enriched.Our government is omnipotent government once,have no matter,is now can not adapt to the requirements of The Times,because the citizens for the government to provide public products and public service demand is higher and higher.The third plenary session of the 18th central committee of the communist party of China(CPC)indicated that the modernization of national governance system and governance capability should be promoted,which means that government functions have shifted from management to governance,and the change of "management" to"governance" has highlighted the function of "service".And community correction is an important part of social governance.The human resources and financial resources needed for community correction are beneficial for the country to save a large amount of financial resources relative to the incarceration penalty.At the same time,community correction can effectively reduce the antagonistic emotions of criminals and integrate them into society as soon as possible,so as to build a harmonious society,thus providing guarantee for social stability and development.It can be said that community correction is an effective way to strengthen and innovate social governance.The author from the perspective of management mode of community correction,on the basis of the theory of public management knowledge,through several months of on-the-spot investigation,the investigation and study in the western city community correction work,focus on understanding the team construction.Comparing with Beijing,Shanghai advanced area community correction team work pattern,analyzed as an economic underdeveloped regions in the deficiency existing in the construction of the contingent of community correction,embarks from the reality of social development,combining the need of the community governance and community correction construction reality,puts forward the perspective of public management,the construction of the contingent of community correction mode.That is to establish a professional community correction officer system,which is specialized in the relevant law enforcement administration in community correction work;In view of the inadequacy of social forces intervention in community correction,it is proposed that people with relevant professional skills should be recruited as social workers;Recruit volunteers from the community to join the community correction team,improve the correction effect and achieve high efficiency of social governance.
