Research On The Construction Of Community Volunteers Team In Hailar District From The Perspective Of Innovative Social Governance

It is an objective requirement for the socialist society development to strengthen and innovate the social governance,which is an important guarantee for people to live and work in an national environment of peace and stability.At present,the innovative social governance is becoming an urgent demand to solve various contradictions and problems.Volunteer service team plays a more and more vital role in aspect of social management innovation.Community volunteers,as the participants and managers of the social governance,is conductive to build the co-construction and sharing of the universal social governance structure,and to implement government management,social adjustment and residents' self-governance.Therefore,how to widen the volunteer service team,and participate in social governance effectively to provide public services has become the crucial subject of volunteer services for innovative development.This paper defines and sorts out the concept of community volunteer team in Hailar district under the innovation social management and the other relevant concepts.By the methods of survey,interview,data analysis,this paper analyzes the problems in the construction of community volunteer team in Hailar district,with basic data,questionnaire,interview results.From the perspective of the development of internal and external environment,the internal and external connection,the research finds out some problems as follows: The participation enthusiasm of community volunteer team in Hailar district is not high enough;The number of community volunteers and staff is small;The structure is relatively simple.Community volunteers and staff's skill level is low;The domains of community volunteer service projects is not wide;With regard to the volunteer team construction of the external environment,the community volunteer service is lack of financial guarantee;The management system of the community volunteer team is not clear,and the relevant policies and regulations are not completed.From the aspect of the internal and external connection,the volunteers' recruitment and training are not formulated;The information is asymmetry;The supply and demand are imbalanced.Therefore,it is concludedthat,in the new era,it is an effective carrier for the social governance innovation to strengthen the construction of community volunteer team.This article,in order to develop the community function in Hailar and strengthen the community volunteer team construction,uses the domestic and foreign experience from volunteer team construction as reference,applying the theory of needs hierarchy,social management and social governance,and proposes the methods of strengthening the community volunteer team construction from the perspective of innovative social governance.The methods mainly include: to widen the community volunteer service domains;to optimize the team structure;to improve the supply and demand connection;to strengthen education and training,the incentive and guarantee,the establishment of long-term mechanism;to broaden the financing channels and improve the laws and regulations.
