Civil servants are the exercisers of public power and the specific implementer of state and social governance.Their work attitude and performance are directly related to the people 's satisfaction and recognition of the government,and affect the people 's happiness and satisfaction,and has profoundly affected the status and future of national governance and social management.At present,some civil servants have job burnout to varying degrees,have lost interest and motivation in work,and have a negative attitude toward their ability to work,efficiency,contribution and social value.The causes of civil servants' job burnout are complex working environment,high pressure and overload.In addition,the assessment can not play its due role in supervision,restraint,guidance and motivation.The assessment of civil servants is an important part of public human resource management and an important basis for the professional development of civil servants.There are many problems and shortcomings in the actual practice of the assessment of civil servants in China,which makes the incentive function of assessment unable to be effectively exerted.In the information age,the development of information technology has pointed out a new direction for the improvement and development of the evaluation of civil servants in China,which is to take the electronic government performance evaluation system as an effective way to solve problems.The combination of electronic government performance evaluation system and civil servant assessment is both a new exploration and an inevitable choice.The application of electronic government performance assessment system provides innovative paths and methods for solving the problems of civil servant assessment.The use of the electronic government performance evaluation system to assess civil servants is the inheritance andinnovative development of the traditional civil servant assessment system.It not only absorbs the reasonable core of the traditional civil servant assessment system,but also discards the backward and unscientific content.The electronic government performance evaluation system changes the traditional assessment mainly by the disadvantages of manual operation,conforms to the development trend of the information age,and emphasizes the use of information technology as a means of civil servant assessment,thereby eliminating the issues of traditional civil servant assessment operation,such as cumbersome operation,high labor cost and large influence by subjective Factors.mending the deficiencies of assessment can really play its due function,which can improve the phenomenon of burnout and the ability and level of civil servants to serve the people,and can improve the government's the administrative efficiency and credibility of the government,and can promote the modernization of the national governance system and governance capabilities.However,in the specific practice of civil service assessment,the research and application of electronic government performance evaluation system are very weak,so this article aims to discuss the possible role and possible action of electronic government performance evaluation system in civil service assessment,and propose to improve the status of civil service assessment,which are intended to provide theoretical support for the practical application and popularization of the electronic government performance evaluation system in civil service assessment.The ultimate goal is to promote the universalization and normalization of the application of the electronic government performance evaluation system in civil service assessment.Based on relevant theories,this paper studies the practice of civil servant assessment in developed countries abroad,clarifies the evolutionary context of civil servant assessment in China,summarizes and analyzes the development status,problems and causes of civil servant assessment.the author attempts to explore the function design and the role and action of electronic government performance evaluation system,and put forward countermeasures to solve the existing problems of civil servant assessment,which is hoped to provide practical reference for the electronic government performance evaluation system to be widely used in civilservant assessment,and improve the objectivity and scientificity of the assessment so as to truly give play to the "baton" role of civil servants assessment.
