The Research On Performance Management Of Civil Servant Based On The Process Optimization

This article takes civil servant’s performance management as the research object synthesizes using the enterprise performance management theory,such as the BPR theory and Customer-oriented theory to carry on the analysis.And considering the problems and its causes and the function transformation of modern government in our current process, civil servant’s performance management based on process improvement is proposed.This paper includes five parts.The first part is introduction. In this part,it introduces the research background,the importance of the title selection and survey of the related research both in China and western countries.And it also indicates the approach of the research.The second part points out the basic intention with performance.performance management, civil servant’s performance management civil servant’s performance management process.Third part discusses the relationship between the enterprise performance management theory and civil servant’s performance management.The forth part analyzes the problems and its causes in our current process of civil servant’s performance management.Furthermore,there is not excellent process of civil servant’s performance management whether in theory or practice.lacking a deep recognition of the stages of performance execution and performance feedback and good combination of all the stages. As the most important part, the last of the paper points out that optimization of the measures includes:the constitution of performance plan the constitution of performance implementation and management, the constitution of performance monitoring and the constitution of performance feedback.
