| Since the beginning of the 20 th century,Joseph Nai,the former US assistant secretary of defense and the Harvard university Kennedy professor,first proposed the concept of "soft power","Soft power" has been highly valued by scholars and politicians in various countries.In 1993,Wang Huning,director of the Department of International Politics at Fudan University,first introduced the concept of "soft power" into China and pointed out the importance of soft power.In politics,"to improve the national culture of soft power" was put forward as a national strategic task in the in the Seventeenth Congress of the Communist Party of China,and was included in the overall strategy of national deployment,Under the strategic plan of the country,in order to improve the regional competitiveness,different provinces began to proceed from the regional soft power construction,party committees and governments at all levels will enhance the regional soft power into the important agenda.In the context of the policy of production capacity,Heilongjiang,the northeast old industrial base,must change and innovate the original way of development to adapt to the new situation if want to take the road of sustainable development.Strengthening the construction of regional soft power has become the primary task of revitalizing the northeast old industrial base in Heilongjiang.The perfect regional soft power construction program is the prerequisite for the sustainable development of Heilongjiang.Improve the "soft power" concept in micro,extend the "soft power" concept in space,we get the "regional soft power" concept.Regional soft power is a necessary condition for promoting competitiveness between regions,and is a boost to regional sustainable development.In this paper,the regional soft power is set as a primary index,and the soft power of Heilongjiang region is analyzed by setting four secondary indicators,namely,regional image,regional culture,public service and population quality.After defining the four constituent elements under the regional soft power level,12 principal indicators were selected by principal componentanalysis,which provided the basis for the study of the soft power of Heilongjiang region.This paper selects the actual data of 31 provinces(autonomous regions and municipalities)in 2015 and the data of Heilongjiang province in the period from 2005 to 2014,which comes from the <China Statistical Yearbook 2015> and the<Heilongjiang Statistical Yearbook>(2005-2014),uses the principal component analysis method,uses the SPSS software,uses the method of principal component analysis to carry on the data description and the analysis,calculates the weight according to the constituent matrix,finally obtains the expression and the result.The results show that nearly ten years,regional soft power construction in Heilongjiang province has made great development,the comprehensive score of regional soft power has increased by an average of 5.28% per year,and the image of the region,the regional culture,public service,and the quality of the population have increased by an average annual growth rate of 8.95%,3.52%,4.71%,6.33%respectively.There is a big gap between the soft power of Heilongjiang region and the soft power of the developed areas in the Southeast coast.The soft power development in Heilongjiang region needs to be improved.To enhance the soft power of Heilongjiang region,first of all,it is necessary to carry forward the “Longjiang” culture,to take advantage of the spirit of “Longjiang”,to lead the economic development.Secondly,we need to increase investment and development,strengthen the quality of the population,and we must do a good job of education development,science and technology development and cultivate the spirit of innovation.Third,we should establish a service-oriented government,improve public services,improve the public health service system,and improve the old-age insurance system.Finally,it is necessary to fully tap the ice and snow culture,develop tourism industry and increase publicity efforts. |
