| The rapid development of Internet has changed our daily life and the way to participate politics.Recently,politics of network events become increasingly frequent.It has influenced our social stability and brought great threat to our country.In this case,it’s necessary for us to research politics of network events and make a scientific evaluation standard.According to the logic of “Order after Rules”,we think the rules at macro level is whether the participants identify the political system and obey the balance of cyber-democracy & cyber-law,and personal interests & public spirit.At micro level,we need to evaluate their behavior from participation way,participation purpose,behavior choice and participation influence.According to our evaluation standard,we could clearly see the randomness of Chinese in “July the Fifth of Shinjang” and South Korean in “Beef Issue of Seoul”,and get some lessons of experience from these events.Firstly,the absence of network governance was giving the initiative to hostile forces of domestic and overseas.Next,in the Internet era,it is like to suicide for government to ignore public opinion.What’s more,keeping information private will encourage the spread of canard of internet.Finally,strong measures can not help quell politics of network events.The values of orderly participation is that it can provide a stable environment,promote related-law’s development and reduce the cost of protection to defend Cyber Sovereignty.In terms of the old rules of international cyber space,which is contro lled by several internet developed countries,it has brought many problems.So,in order to maintain state security and promote international cyber space’s healthy development,international community must come together to drive the global internet-system construction and form an all-round governance system which is leaded by the United Nations.Under this new rule,international cyber space can get a chance of peaceful development. |
