| Party and government leadership structure of the overall function of the leadership team has a direct impact,optimize the structure of the party and government leadership is to enhance party leadership team as a whole function,promote the effective play to effect the effective way of 1 + 1 st13 of 2 groups.At present,the national tax system assuming the historical mission of comprehensively promoting the modernization of tax,how to optimize the leadership structure,enhance the overall functionality of the leadership,is the tax system is an important task to leadership at all levels.The leadership of the municipal and county internal revenue service(irs)as the most basic level of the national tax system is the core and central nervous system of the tax work at the grass-roots level,which has an important influence on the foundation of the tax industry.So the structural optimization of city and county irs leadership,find a solution to the irs at the grass-roots level leadership structure optimization and countermeasures,to strengthen grass-roots irs leadership role and ability,improve ability,play to the functions of taxation,tax management services to the local economic and social development has important practical significance.This paper studies the structure optimization of the grass-roots unit of M city tax system based on the theory of complementary value added and the structure optimization of leading group.To M city national tax system,this paper focus on the structure of the grass-roots unit of leadership and its relationship with job performance has carried on the overall analysis and case analysis,find out M city national tax system structure on the problems existing in the basic unit leadership,negative influence and reasons,on this basis to explore ideas in optimizing the structure of the irs leadership at the grass-roots level and path selection,in order to help the irs leadership at the grass-roots level structure optimization. |
