| The commanding officers in the grass-roots units are the backbone and spine in the construction of grass-roots units, as well as the strategic reserve of the high-level leaders of our military in the future. Therefore, developing leadership of commanding officers are not only the practical requirements of the military construction in the grass-roots units, but also the objective needs of the development of the military in the future.This thesis conducts an in-depth research and systematic study on the core problems of the leadership of the commanding officers ,including the structure and development of the leadership of the commanding officers in the grass-roots units.First of all, we put forward the analytical framework of leadership elements on the basis of the leadership theory and set on a questionnaire on the basis of the analytical framework above. Then we conduct a survey on commanding officers in the grass-roots units and mid-level cadres, and arrived at the structural model of leadership elements of grass-roots commanding officers through analyzing the results of the questionnaire; Secondly, we dig out problems lying in the development of grass-roots commanding officers'leadership as well as its causes by analyzing the training program for commanding officers in the grass-roots units at present as well as the results of the questionnaires; Thirdly, we do systematic analysis on the specific practices of the leadership development in the United States Military, and try to acquire the good experience that our army can lean from;Finally, on the basis of earlier studies, we put forward the specific countermeasures on how to develop the leadership of the commanding officers in the grass-roots units, such as establishing idea of leadership development,researching and formulating the leadership development program, effective leadership development methods, and perfecting correlation system and mechanism.
