Research On The Embedding Interaction Between Government And NGO

With the development of market-oriented economy,the civil society and the synergistic governance,there is a continuous rising of Non-governmental Organization(NGO).They're becoming the indispensable part of our social life.At the same time,the government continues to transform its function to seek the cooperation with NGO.How to build a benign interaction between government and NGO is increasingly important.Embedding is one of the ways in interacting between government and NGO.On the basis of relevant theory,we know that government always embeds some visible or invisible actions to Ngo.Accordingly,NGO sometimes manages to separate itself from being embedded.These two processes make the interaction work.On one hand,the embedding from government generally refers to the policy,the management and the economic,playing its role effectively with assurance from other administrative mechanism.On the other hand,NGO always relies on the management,resource and operation to avoid being embedded.However,there are some problems about the embedding interaction between government and NGO in spite of its basic operations under the protection from relevant mechanism.In terms of NGO,its imperfect growth breeds strong internal contraction in autonomy and dependency,making it difficult to take off from the intensive embedment despite its strong willingness;In terms of government,it sometimes shows obvious administrated tendency in the process of embedding to NGO.This tendency may limit NGO's development and cause the crisis of mutual trust of them;In terms of general politic environment in china,there is a lack of relevant laws and regulations referring to NGO and their interaction,making it hard to build a reasonable interaction mechanism.In this paper,we analyze current dilemma in the embedment,with combining theconsideration of Chinese administrative status.Then we find primary causes of the dilemma and learn from valuable experience in developed countries.Finally,we propose some solution by sides of the law implement,the relation adjustment,the reinforcement of NGO and the reform of administrative system.We expect an efficient and well embedment interaction mechanism which can run for a long time trough these solutions.
