The Research On The Party Discipline Construction Of The Communist Party Of China From The Perspective Of Institutional Anti-corruption

The governance of corruption is closely related to the vicissitude of the country,as well as the survival of the party.Administering Party necessary for state affairs' management and being strict for Party's administration.The pivotal issue of comprehensively strengthen Party discipline is to strength Party discipline construction,to reach the corruption prevention target of Catch Early and Catch Small,and finally to shape a clean political landscape.Moreover,the report of the eighteenth Congress of the Communist Party of China also remains a crucial section to emphasize on Party discipline deployment,then firmly and clearly states the important of strengthening Party discipline.Institutional anti-corruption is usually defined as preventing corruption via institutional mechanism that can be systematically conducted prevention and punishment of corruption under a series of specific guidance.Party discipline construction is the core part of institutional anti-corruption.While strengthening Party discipline construction has been regarded as an effective response to enhance the effect of institutional anti-corruption,thus to build a long-term mechanism of a fear of corruption,prohibitive of corruption and unwilling of corruption.Current Party discipline construction can be split into two sections:one section pays more attention to polish the Party discipline design about institutional anti-corruption;another section engages in reinforcing executive force of Party discipline construction and further improving anti-corruption efficiency.The construction of Party discipline has experienced an initial exploration,historical turns and twists,turning point of development,and polishing with enhancing step so that to give a vigorous boost to the process of institutional anti-corruption.Guiding discipline construction through institutional anti-corruption to achieve discipline basis,strict implementation and authority establishment is much valuable experience over the years.Lower degree of systematic anti-corruption party discipline and lower quality of some anti-corruption laws and regulations,being inconsistent with Party discipline and state laws,unbalanced disciplinary executive strength and the inner impasses of discipline inspection authorities are the main obstacles of current Party discipline construction from the institutional anti-corruption perspective.Based on the above obstacles,aiming to achieve the institutional anti-corruption,this thesis would concentrate on analyzing the origin reasons which related to the historical experience of Party discipline construction and the practical suggestions and strategies.Therefore,the following strategies are put forward to guarantee and promote modernization of Party discipline construction:further strengthen the anti-corruption awareness and improved institutional supplies about anti-corruption discipline,well-marshaled relationship between Party discipline and state laws,the rising disciplinary executive force,a full range of supervision network targeted to discipline inspection authorities,also the indispensable roles of Party members and the broad masses of the people.
