Kaifu District Of Changsha Urban Community Grids Management Research

With deepening of economic system reform,a large number of state-owned enterprises restructuring,disintegration,and advocated in recent years,the implementation of "socialization" of enterprises,the main body of social management at the grass-roots level in China has gradually shifted to the community by former unit.Therefore,in the process of new type of propulsion of urbanization,community gradually become the city's most basic,the most important composition of cells,it to maintain the stability of the society at the grass-roots level and promote the orderly development of the city plays a key role.Is in a stage of rapid economic development,society to accelerate the transformation of our country,because of the unfair distribution,the gap between rich and poor and class antagonism phenomenon is widespread,and the resulting social contradictions increasingly prominent,grass-roots society unprecedented complex,traditional community management mode and method by multiple challenges.The management of community grid management,as a basic form of self-creation,is widely regarded and widely used by the grass-roots government.In Kaifu district in the city of Changsha in 2012,the first to explore diversified participation,information support,fine management community grids management mode,after more than five years of propulsion,Kaifu district community grid management has produced results,formed the accords with the practice of regional development,can effectively solve the social problems at the grass-roots level,realized the effective communication with the community,etc.However,in theprocess of concrete implementation,there are still some problems such as weak management,lack of participation,etc.In Kaifu district of Changsha as the study case,based on collecting refer and inductive analysis of a large number of domestic and foreign community and community governance,grid management,fine management,on the basis of relevant research literature on the new urbanization theory,new public service theory,the elaborating management theory,community governance theory as the foundation,to the community,the grid management,community grid management core concept is defined.From the organizational structure of grid management,process design and operation security three aspects,this paper expounds the kaifu district of Changsha city community grids management practice.By observation and analysis,the author points out the kaifu district of Changsha community grids management existing in the grid Settings unscientific,imperfect management system and operation mechanism is not smooth and inadequate incentives and other aspects.At the same time,in-depth analysis of the cause of the emergence of these problems,namely grid management personnel quality is low,not enough social forces to participate in,the informationization level is not high,inadequate protection of the investment,and unreasonable evaluation system,etc.And using the experience of Australia,Singapore and other countries of the community management and the Dongcheng district of Beijing,Zhoushan city,Zhejiang province,and Jianghan district in the city of Wuhan and other advanced urban community practices,put forward from the grid management mechanism,enhance the level of the scientific management of grid,make greater efforts to safeguard and improve the assessment system and other aspects,the grid was divided by further scientific,enhance the information level of grid management and standardize the introduction,cultivation and management of social organizations,promote Kaifu district of Changsha city urban community grids management standardized and institutionalized and normalized development.
