Research On Grid Management Of Urban Communities In Baota District,Yan'an City

The urban community is a social community formed by the residents living in a certain space in the city,with the area as the link.The construction of urban communities has the basic characteristics of sociality,regionality,autonomy,dependence and mass.The most prominent feature of urban community grid management is to divide the urban community into several grids according to certain standards for management,thereby improving the efficiency of community grid management.The Chinese government began to propose a change to a service-oriented government in 2006.The Third Plenary Session of the Eighteenth Central Committee also proposed a new “innovating social governance system,taking grid management and socialized services as the direction,and improving the grassroots integrated service management platform” Claim.Nonetheless,many small and medium-sized city governments still have many problems in the process of urban community management.Therefore,it is of great theoretical and practical significance to carry out the research of urban community grid management from the perspective of the fourth-tier city center.The Pagoda District of Yan'an City is located in the northern part of Shaanxi Province,in the hilly and gully area in the central loess plateau of northern Shaanxi Province.There are 31 urban communities in Baota District.Since the implementation of grid management of urban communities,there have been many difficulties and the management results are not significant.Therefore,this paper takes the grid management of urban communities in Baota District of Yan'an City as the research object,and reveals the innovative methods of grid management of urban communities in Baota District of Yan'an City.Better management effect.Based on the new public management theory,community governance theory,and network governance theory,this paper uses literature research methods,practice surveymethods,questionnaire survey methods and other research methods to investigate and analyze the current status of grid management of urban communities in Baota District of Yan'an City.,From which it is found that the grid management of urban communities in Baota District of Yan'an City still has inadequate community grid management planning,weak community grid management infrastructure,simple community grid management methods,and low community residents' recognition And other issues,the main reason is that the concept of community grid management lags behind,the information construction of the community grid is backward,the funding is insufficient,the community grid management personnel training and incentives are insufficient,the community residents lack autonomy awareness,the degree of dependence is serious,the community The grid management assessment and supervision mechanism is weak.To this end,it is necessary to formulate a scientific community grid management plan,improve the community grid management mechanism,improve the community grid management infrastructure,strengthen the community grid management team,and encourage people to participate in the community grid management.A series of countermeasures to improve the status of grid management of urban communities in Baota District of Yan'an City,and to improve the level of grid management of urban communities in Baota District of Yan'an City,thus providing some help for the application of grid management of urban communities in the fourth and fifth tier urban communities in China.
