The Investigation Of Government Responsibility In Water Source Protection Place'surban Development

The safety of water source and the importance of urban development is increasingly essential,which affects the development of social economy and long-term stability.In recent years,Dalian cannot develop so fast without the stable supplement of Zhuanghe urban water source.However,zhuanghe,as Dalian under the jurisdiction of the county-level city,has a big gap among the development level of Dalian city;therefore,the action that protect the water source also restricts the local economic development.On the other hand,there are many problems which are not coordinate between protect and develop in the majority of water source towns in China.In the process of water source protection and urban development,there have been some contradictions.The limitation on the urban water source protection has seriously restricted the economic and social development of the town and the most direct embodiment of decline in living standards for farmers.What' s more,water source development of the economy can also affect the safety of drinking water,thereby bringing a bigger problem.So the contradiction between urban water source protection and development of increasingly prominent.The purpose of protection is to realize the sustainable development of resources,environment,human sustainable development,water source protection and the coordinated development of its towns as a prerequisite for the sustainable development of the city.Therefore,how governments assume their responsibilities is a crucial topic for researching the coordinate development between water source and nearby towns.Based on the summary of the theory of water source protection and the economic development of the surrounding towns in recent years,this paper puts forward the field interviews and the development of the protection and development of water source towns in Zhuanghe.Based on the results of field interviews and questionnaire survey,this paper analyzes the statusquo of water resources protection and development in Zhuanghe,and leads to the question of how the government should bear the responsibility.It analyzes the current situation of the local government in Zhuanghe water Lack of responsibility,offside,structural imbalance and other issues,and to explore how to achieve Zhuanghe water source in the development and protection of urban government in the reconstruction of responsibility.This paper can provide reference for other water source towns in the conflict between the protection of water source and the coordinated development of water source towns,and play a positive role in promoting the practice of public policy.It is of practical significance for the government to take more responsibility for the protection and development of the water source town.The first part mainly introduces the background and significance of the topic selected,the literature review at home and abroad,research methods and research contents of the thesis.The second part explains the theoretical support and core concepts of thesis topic.The third part mainly explain the current urban water source protection and development of the status of government responsibility in dalian zhuanghe,for example,through on-the-spot interview and questionnaire form,and to analyze the questionnaire data,leading to strengthen responsibility of the government thinking.The fourth part analyzes the current condition of our country town water source protection,developing performance and the reasons of the lack of government responsibility,the final paragraph builds the responsibility of the government water source protection and development of the system provides a breakthrough.The fifth part expounds the how to reconstruct urban water source protection and development of the government responsibility system,mainly from the legal mechanism and supervision mechanism,economic mechanism,the responsibility system put forward concrete suggestions.
