With the increasing expansion of the aging population,the elderly are living longer and chronic disease,difficult miscellaneous diseases gradually increased,which lead to many elderly people living longer but not in good health.Compared to those who live in cities,elders living in rural china are not only suffering from health problems,but also seriously lacking in pension and medical services.Especially in economically underdeveloped rural areas,the welfare of the elderly is basically in the blank.What's worse,the phenomenon of empty-nesters is becoming more and more common in rural areas due to the labor outflow from urbanization.And the long term care family capital is in a state of rapid and extreme decline.For the economical underdeveloped rural areas,the defective of rural pension service system,the lack of life support capacity for the disabled elderly,the shortage of social care capital,which make the problem of caring for disabled elderly become more and more prominent.Though social insurance has basically achieved full in rural areas coverage and new type of rural cooperative medical service has also been popularized in recent years.The long-term care for the disabled elderly in rural areas is not only related to the achievement of the goal of harmonious society,but also to the realization of the goal of urban and rural integration.Particularly,the long-term care of disabled elderly in underdeveloped rural areas is directly related to the development of people's livelihood and the improvement of rural social security,what's more,it is a direct representation of social civilization.Therefore,at a critical time that the aging population is getting worse,urbanization is developing rapidly and the "new normal" economy is facing rebalancing,whether we can solve the problem of long-term care for the disabled elderly in rural will directly take into account the development degree of rural social security undertakings in China.Based on demand theory and equity theory,and combining the survey data of Liaocheng city in Shandong province,this paper discusses the problems existing in long-term care of the disabled elderly in underdeveloped rural areas of China.The study found that the long term care family capital is decaying,at the same time,external long-term care of social capital has not worked well,which makes the rural disabled elderly into the "two sides unreliable" dilemma.Thus,on the basis of discussing the responsibility of each subject,this paper studies the construction of long-term care service system for disabled elderly in rural areas under the condition of effective accountability.The study pointed out that the causes of capital shortage in family care for disabled elderly people were manifold,as follows:First,in economically underdeveloped rural areas,young people go out to work and families gradually empty nest;Second,The trend towards less birthrate has reduced family size;Third,the change of the interests in family has caused the old people to no longer be valued.At the same time,the lag of rural community construction,the absence of social pension relief system for the poor and disabled elderly,in particular,the lack of the rural pension service system have led to hard to make up for the role of social care capital in the case of household care capital.The overall judgment of this paper is that the care of the rural disabled elderly is mainly dependent on the family,However,the status quo of family care has indicated that the family has been unable to shoulder the full responsibility of the disabled elderly.The widening gap between demand and supply of care services among rural disabled elderly people,which has great impact on the survival,psychological and spiritual impact of disabled elderly people in rural areas,so it needs to be paid full attention to by the government and society.The study suggests that we should fundamentally solve the long-term care problem for rural disabled elderly people,it is necessary to mobilize the family,government,community,society and other forces.And it is important to clarify the responsibilities of each care subject,cooperate with each other,and take the responsibility.Only in this way can we solve the problem of long-term care for rural disabled elderly fundamentally and promote social harmony.This paper argues that the choice of long-term care options in economically underdeveloped rural areas can not be all the same,nor is it possible to change from traditional family care to social care such as institutional care,therefore we should choose the different way of caring according to the condition of the elderly,such as the degree of disability,the difference of care needs,and the negative economic ability of the elderly family.Finally,ta series of countermeasures and suggestions are put forward,such as constructing the rural community pension or care center to improve the rural community,establishing long-term care insurance system and identifying and rating mechanism for disabled elderly.It is hoped that these measures will fundamentally solve the long-term care problem of rural disabled elderly.
