Since the beginning of the second half of the last century,the globalization and informatization of social economy,the traditional bureaucratic organizational structure has been difficult to play a positive role in the current civil service management system,gradually exposed many problems that can not be ignored,so government public personnel management system of the original too closed and low efficiency,has been with not on the rapid development of economy and society.In order to better adapt to the development of social economy,China promulgated the "civil servant act of People's Republic of China" in 2006 to speed up the reform of public personnel system,and clear the requirements of recruiting civil servants by law.This is not only a simple study and reference to foreign civil service management experience,but also a positive exploration in China in enriching and perfecting the civil service management system.The appointment system of civil servants breaks the "iron rice bowl" of the permanent civil service system,promotes the civil servants' ability to release greatly,and makes the civil servants become an innovative group,which greatly improves the efficiency of our administration.Sichuan high speed road administration system actively explored and innovating and kept pace with the pace of national reform.In 2009,it began to pilot the implementation of the Sichuan provincial high speed road system civil servant appointment system in Sichuan Provincial Expressway Administration System.This paper summarizes the research on the civil service appointment of experts and scholars at home and abroad through the carding and,combined with the policy research model,analyze the gap between the ideal and reality of Sichuan Province,trying to develop high-speed road system in Sichuan province "highways system of civil service appointment system" model,find out the implementation of the system,so many years the effect is not good problem.At the same time put forward the feasible suggestions and solutions to solve these problems,hope that through the study of the civil service appointment system in Sichuan province highways system analysis of our country in the theory and practice of the reform of the civil service appointment on the enrichment and development of the.Firstly the background and significance of the implementation of the civil service appointment system in detail,introduces the related content of the highway administration system the civil service appointment system in SichuanProvince,to establish a causal analysis model,the implementation should be ran between the gap and actual causal model analysis of the civil service appointment system of Sichuan Province highway administration system,find out the existing highways system the civil service appointment system in Sichuan province problems.Through the analysis of the existing problems of the policy,we find the way to solve the policy problems,and then put forward some suggestions to modify the recruitment system of the high speed road administration system in Sichuan province.The policy research on the civil service appointment system in Sichuan province highway administration system,to further improve China's civil servant appointment system of administrative law enforcement work,establish and perfect the administrative law enforcement status of civil servants appointment system,and lay a good foundation for the construction of service government.
