With the rapid development of economy,China's urbanization level is getting higher and higher,urban management and law enforcement work has also been more and more attention.As a government department,urban management and law enforcement officers of the incentive issues are getting more and more attention.Local governments also put urban management incentives to a very high position.The urban management of the improvement of the mechanism has been put forward a high expectations.The staff management level of HZ City Urban Management is rising.But compared with the expectations of the public,there is a big gap.Good incentive mechanism can attract and retain talent,give full play to the effectiveness of government human resources,in the national civil service personnel management play an important role.Its establishment has a huge effect on improving the quality and capacity of national civil servants,including the staff of the Urban Management Bureau,and ensuring the efficient operation of state administration.In modern human resources management,the ability to establish a scientific and efficient incentive mechanism determines the success or failure of management.This paper first discusses the relevant theory of incentive mechanism,sums up the theoretical results applied to the incentive of civil servants.Secondly,by means of the incentive theory,this paper analyzes the HZ City Urban Management Bureau in the staff recruitment system,staff daily assessment system,training system and promotion system,And then summed up the bureau of the personnel management incentive mechanism in the existing problems,there are mainly recruitment channels differentiation,the threshold of different levels of assessment of the lack of scientific and objectivity,mental stimulation weakened,the pay system unreasonable,training is not enough,training assessment flow in the form of promotion mechanism rigid,the way to promote is simple and so on;Finally,for the discovery of the proposed recommendations:the establishment of strict standards,personalized recruitment mechanism;the establishment of scientific and rational,positive performance assessment system;attention to training;develop a perfect job promotion system;increase the spirit of incentives to improve the enthusiasm of the work;the establishment of daily conversation system and other improvement strategies and recommendations.This study uses the relevant theory of human resource management incentive mechanism,combined with the current hot issues related to people's livelihood,theory and practice,summed up on the Urban Management Bureau staff personnel incentive targeted solutions.It is hoped that HZ City Urban Management Bureau staff personnel incentive as an example,found that the real needs of public sector staff,research incentives,find ways and methods to improve the public sector staff incentive mechanism theory.
