On May 20,2018,the General Office of the Central Committee of the Communist Party of China issued the Opinions on Further Encouraging the New Age of Cadres to Take on New Actions,which put forward clear requirements for the establishment of incentive mechanism,fault-tolerant and error-correcting mechanism and further encouraging the new era of cadres to take on new acts.This is the central government's reiteration of the incentive mechanism in cadre management and its importance.The changing and developing social environment also requires that the incentive mechanism must play a role in order to promote the enthusiasm of cadres and workers and serve the people better and more comprehensively.At the same time,the report of the Nineteenth National Congress of the Communist Party of China also proposed that we should build a clean,efficient and satisfactory service-oriented government.The incentive subject in the incentive mechanism is also the main body of building a service-oriented government.Once the incentive mechanism is not brought into play,it will inevitably affect the efficiency and quality of cadres and workers,and the efficiency and quality of cadres and workers directly affect the level of government service for the people.Therefore,it is the fundamental requirement of establishing a service-oriented government to establish a sound incentive mechanism and encourage the cadres to play a new role in the new era.After the 21 st century,the grasp and effective use of talents has always been a focused topic.How to use public officials as an important part of the public sector,how to effectively use and motivate talents is also a major challenge in the current personnel management reform.Incentive mechanism is a basic function of personnel management.How to effectively encourage public officials is the core issue of personnel management in modern public sector.However,due to the influence of the old-fashioned incentive mechanism,the public sector has experienced low work enthusiasm,low work efficiency,and low professional achievement.Especially in China's administrative institutions,this problem is most obvious.By specifying N bureau in Y district agencies and personnel structure,present situation of the personnel management incentive mechanism analysis,found that because of the candidates in the employing mechanism incentive mechanism is not sound,promotion channels imbalance,unreasonable salary structure,evaluation assessment system is not scientific,incentive form and means,lead to modern public sector management,low working efficiency,and mixed hillock happens in severe,low utilization rate of talent.Due to various problems existing in the incentive mechanism of the public sector in China,the work enthusiasm,subjective well-being and work achievement of the public servants in China have been seriously affected.Through the methods of face-to-face interview and questionnaire survey,the incentive mechanism of N bureau in Y district was systematically studied and discussed.On the basis of expounding and analyzing the basic current situation of incentive mechanism of N bureau in Y district,this paper summarizes some existing shortcomings and problems,and puts forward some countermeasures and Suggestions for improving incentive mechanism of N bureau in Y district combined with maslow's hierarchy of needs theory and other theories.To improve the incentive mechanism,first of all,it is necessary to set up an advanced incentive concept of personnel management,adhere to set up a people-oriented,fair and different parallel,good communication incentive concept.The second is to improve the incentive mechanism of personnel management,improve the recruitment mechanism,optimize the performance appraisal mechanism,the balanced salary mechanism,establish a systematic training mechanism,standardize the promotion mechanism,and fully mobilize the enthusiasm of public servants.
