The Party has always attaches great im portance to the civil servant ability construction,The Nineteenth Congress pointed out that we need build a professional team with high quality.Civil servant's main responsibility is to represent people for exercising the state power,the civil service is very important for the Party's construction and developm ent,have lead responsibility for the d evelopment of the economy,and promote responsible for scie nce and technology developm ent,social stability and security,their ability deci des the country's development and progress.Township civil se rvants as a concr ete executor of the township Party committee government work,their work ability is re lated tothe im plementation of the policy,their ability construction is very important to promote urban and rural integration.The author investigated and researched th e capacity building of civil servants in T county,Henan province,collected relevant data,and wrote this article on the basis of reviewing the research materials at home and abroad.Based on the research top ic of the capacity building of civil serv ants in towns and villag es in China,the paper analyzes the problems,causes and Suggestions of the capacity building of the county civil service in T county,combining with the relevant theories such as m anagement,political science and the knowledge of management,political science.Through field investigation found that T all civil se rvant ability construction is effective,and imperfect ability standard exists,m anagement system specification.Therefore,the author proposes suggestionsfrom the four aspects of strengthen their own ability clearing ability elements,the key links of ability construction and creating a favorable security environment...
