Research On Capacity Building Of Township Civil Servants

How to construct the township civil servant's ability directly relates to the implementation of national policy,directly related to the people's satisfaction with the government,directly related to the construction of "service oriented government".Under this situation,it is very necessary to strengthen the research on the ability construction of grass-roots civil servants,especially the township public servants.The basis of this study at home and abroad,using the method of literature,case analysis,questionnaire survey and empirical research method,starting from the basic concept of township civil servants ability construction and related theories,in the case of Shuyang County,the township civil servant capacity building through the analysis of the present situation,problems and causes of the township civil servants ability construction,this paper expounds the present situation and experience of the developed countries of the construction of civil capacity reference,aiming at the existing problems in the construction of the township civil servant ability,combined with the construction experience abroad,put forward the township civil servant ability construction countermeasures and suggestions.Through this study,to further improve the domestic related research topic,provide theory and method reference for Shuyang County township civil servant capacity building,improve the allocation efficiency of the township administrative organs of human resources,promote the township administrative service efficiency,promote the people's government at the grass-roots level of satisfaction,accelerate the township services the government of the construction process,improve the efficiency of government services and supply.Through the research of the township civil servant ability construction,the main conclusions are as follows:(1)Shuyang County township civil servant capacity evaluation results showed that the Shuyang County township civil servant level,work innovation,team collaboration,learning and administrative law is the ability to enhance the dimension,and different groups of people,there is a big the difference of the ability to short board.To sum up,the current Shuyang County township civil servant ability mainly exists grassroots service ability,innovation ability,team cooperation ability is weak work needs to be improved,learning ability is not high and the administrative law to strengthen the ability of emergency.(2)the results of regression analysis showed that the coefficient of its own factors,institutional factors and organizational factors influence on the ability of civil servants is significant,and the coefficients are positive,indicating their factors,institutional factors and organizational factors have a significant positive impact on Shuyang County township civil servant ability.(3)through the study of the United States,Britain,Germany,Japan and Hubei,Shanghai,Zhejiang,Guangdong official ability construction experience,combined with China's actual situation,summed up the experience of civil servant's ability construction:establishing a scientific development concept,establish the perfect position classification system,emphasize the ability of education and training,improve the supporting mechanism.(4)according to the existing civil servant capacity building of China's township problems,combined with the advanced experience of construction of civil servants' ability,with the times,and post classification based on matching principle,strengthen the ability construction of civil servants in our country villages and towns,it is necessary to improve the training mechanism,strengthen the incentive to protect,strengthen and improve the organizational environment assessment guide.
