Since the 21 st century,with the progress of the society,the development trend of economic globalization,the increasingly competitive society,governments at all levels of development is facing huge challenges to meet the needs of The Times.At present,our country is in economic and social development,on the key points of the rule of law and overall governing party strategy is further,deepen the reform strategy has been implemented,is an important period to build a well-off society in an all-round way,it is particularly important to build a high level of government,and among them,plays an important role in civil servants,civil servant is to maintain and implement the party's basic line and the main body of the various policies,is directly related to national and the government's development and progress.Township civil servants is the most grass-roots level of our civil servant system,village and township civil servants is a bridge to link the superior civil servants and public relations,and to provide public services for the people directly,the ability of the township civil servants height is related to the party's line policies being carried out,in the countryside is related to the credibility and image of the township government and social stability.To strengthen the construction of township civil service ability,improve our country villages and towns overall quality and ability of civil servants and administrative level,has become a very urgent realistic problem.The township civil servant ability construction is a systematic and comprehensive process.Riggs is put forward,to understand a society's administrative behavior,we must jump out of the administration itself,from the social background to understand the relationship between public administration and the environment.Administrative ecological environment and the interaction of the township civil servant ability construction is both the dialectical relations,administrative ecological environment to a certain extent determines the development of the township civil servant ability construction,the township civil servant ability is not only to adapt the administrative ecological environment,and to promote the development ofadministrative ecological environment better.This study on the basis of the theory of administrative ecology theory and administration related,the administrative management as a whole system,under the theory of administrative ecology observes JianChuan county of Yunnan province Shaxi town,for example,the author studies administrative science,management,such as knowledge,based on the comprehensive study of literature,field investigation and study,to analyze the data of master data such as to conduct the thorough research to the township civil servant ability construction problems.This study begins with the introduction mainly introduced the selected topic reason,research methods and research significance and innovative points.The first chapter is mainly to the administrative ecological theory and some related theories of interpretation of township civil servant ability construction.The second chapter is for JianChuan county of Yunnan province Shaxi town township civil servant ability construction of the present situation,the content of the township civil servant ability construction and the analysis of existing problems.The third chapter is analysis of villages and towns under the administrative ecological theory perspective of the cause of the civil servant ability construction of the existing problems.The fourth chapter is how to strengthen the administrative ecology observes the township civil servant ability construction countermeasures and Suggestions are put forward.
