Research On The Cooperative System In Community Correction

After the Second World War,the western countries have adopted the community correction system to deal with the social management crisis and have achieved positive results.Compared with traditional prison correction,the community correction system is more following the law of social management,focusing on strengthening collaboration among government departments,and improving governance by multiple subjects.At the same time,we should guide social forces to participate in their psychological counseling,education and training,so as to play a positive role in preventing crime and cultivating a good social atmosphere.In recent ten years,community corrections have been established in China for a period of more than two years.A set of governance networks of government and non-governmental entities has been established at the legal framework and organizational level.The Xiaoshan District of Hangzhou,where the author is located,is one of the first areas in the country to pilot community correction,and has accumulated rich experimental experience.In the pilot,the judicial administrative organ,as the competent department,is in the central position in the whole community correction management network and is responsible for the overall work.The judicial organs,such as the court and the procuratorate,are responsible for the admittance review and full supervision of the community correction.The Public Security Bureau,as a national compulsory organ,assists the judicial administrative organs to perform personnel supervision in community correction work.Especially the grass-roots policemen have rich experience in community management,which is an important force to ensure the turnover process and daily management of personnel.During the implementation of community corrections,including civil affairs,social security,government departments and volunteer associations and other non-profit organizations,through psychological counseling,job training and other ways,undertake to provide basic living security,correction to eliminate the psychological barriers,enhance the employability and helping the staff to function,a smooth return to society.At present,the number of community corrections in Xiaoshan district is growing beyond expectations.With the development of social organizations lagging behind,the development of community correction system is also facing some bottlenecks,which restricts the full play of the superiority of the system.To expose the crack development problem,we can learn from the western theory of the same government,without breaking the existing department boundary conditions,through the integration,sharing of scarce resources,in collaboration and management of community correction in this field,to achieve effective services for community correction.Specifically,this collaboration should consist of three levels:functional collaboration between government departments,communication and cooperation between governments at different administrative levels and levels,and resource collaboration between government departments and social organizations.Through the supplement and perfection of the above system,the functions of all aspects of community correction are fully brought into play,and the dual purpose of reforming criminals and defending the society is achieved.
