The Research On Departments Linkage Mechanism Of The Community Correction Work

After experienced the long brutal and inhuman homomorphism revenge barbaric stage and in main of freedom punishment based on prizon stage, Mainkind finally ushered a new way of socialized penalty execution-community correction. community correction has both of punishment and social rectification recovery functions, not only reflects the progress of human civilization,but also plays a more and more important role in the crime special prevention and promoting social harmony and stability, will become the mainstream world punishment in the development of the twenty-first century. Our country from2002began trially implementing community correction, and in2009implemented of community correction system on trial in the whole country, the judicial system reform makes an important step.In2011the Criminal Law Amendment (VIII) was passed,and stipulated the community correction system in the criminal law,it is milepost for China’s community correction development.Although the community correction system in China gets certain development, but the community correction system is not native spontaneous products, in the implementation process encountered some difficulties and problems, especially in the circumstances of law and system construction being not perfect, how the working departments involving community correction work to finish community correction work legally,effectivelly and collaborativelly,and make people satisfacted with justice, mantaining a stability and harmony society become a difficult problem. The article based on our country legal system and knowledge,and draw lessons from the expierences of developed countries community correction,combination with data collected and surveyed by author during the time of internship in Justice Bureau of HuaiNing county,AnHui province. Analyzing of the present stage of China’s community correction work in the unfavorable factors,and then put forward the suggestions of improving the legal system, clearing powers and responsibilities of departments, enhancing the work coordination and cohesion strength, strengthening the construction of community correction implementation system.
