Research On Evaluation Of Equipment Maintenance Support Capability Of Civil-Military Integration Enterprise

As an important strategy for China's development of civil military integration,related to the overall national security and development,not only is rejuvenating the country,but also a strong army strategy^[1].Civi-military integration enterprises play an important role in China's national security and economic development,and the effective performance of equipment and equipment can not be separated from the strong support of equipment maintenance support.With the increase in the number of high-tech equipment into the armed forces and the increasing frequency of equipment use,equipment maintenance costs increased,increasing the burden of troops equipment maintenance.Without additional investment in maintenance and support force and guarantee funds,ease of maintenance support and maintenance of existing task forces of inadequate maintenance funds increasing contradiction with limited funds between the path of development of civil-military integration has become an inevitable choice to improve the equipment maintenance support capability..As the same time equipment maintenance support allows more civil-military integration enterprises to participate,equipment maintenance support capability of local enterprises are also put forward higher requirements.Promotion of equipment maintenance support capability of civi-military integration enterprises,It is not only conducive to providing high quality maintenance support services for troops,but also reducing unnecessary military expenditure,conducive to give full play advantages of resources,information technology and management of civi-military integration enterprises,Bring economic benefits for civil-military integration enterprisesBased on the analysis of the domestic and foreign civil-military integration equipment maintenance support ability theory,starting from the perspective of civil-military integration enterprise,defines the concept of civil-military integration enterprise equipment maintenance support capability,and analyzes the present situation and existing problems of civil-military integration equipment maintenance support ability.Based on the research of equipment maintenance support capability evaluation,this paper focuses on the selection and analysis of the system elements which affect the civil-military integration enterprise equipment maintenance support capability,on the basis of the index selection,the reliability and validity of the index system,a more scientific and objective evaluation index system of civil-military integration enterprise equipment maintenance support capability is built.On the basis,through the the current commonly used evaluation method combing,identification and comparison,combined with the research object of this paper,this paper introduces the application of Fuzzy Mathematics to overcome the uncertainty and fuzziness in determining the weight by the analytic hierarchy process?AHP?,Combined with the TOPSIS method,which has high generality and objectivity,used F-AHP and TOPSIS to make up the insufficient of use an evaluation method can not reflect the objective facts.Then,the evaluation model of civil-military integration enterprise equipment maintenance support capability based on FAHP-TOPSIS is built.Finally,A case study of ten civil-military integration enterprises as an example,to verify the feasibility of the construction of the evaluation model,calculate the weight of each index,obtains the enterprise comprehensive rank and according to the evaluation results,provide reference for improve of the civil-military integration enterprise equipment maintenance support capability.
