Evaluation For The Logistics Support Capability Of Military Subarea In Forest Fire Fighting

It is an important task for Military subarea to participate in the forest fire fighting, which is endowed by the country's constitution and laws, it is also an important manifestation for Military Subarea to carry out the historical mission in the new century and new stage. Whether we can get the victory or not in the forest fire fighting, it is largely depends on the level of the Logistics Support Capability.The article focuses on "what is it, what to evaluate and how to evaluate" to do some research. First, this paper analyzed the main tasks and characteristics of military subarea logistics support in forest fire fighting, it proposed the concept of logistics support capability and pointed out the problems. Second, according to the purpose of the assessment, it proposed the principle of establishing subdistricts in forest fire fighting logistics capability evaluation system, determined the evaluation index on using of the target decomposition method, Delphi method and statistical analysis, established evaluation criteria, and assigned the command and weight utilized the Analytic Hierarchy Process indicators. Third, on the basic of the determinate evaluation system, It researched the capacity assessment methods which is suitable for subdistricts. constructed the Evaluation model based on the statistical evaluation of gray and fuzzy comprehensive evaluation method and given the specific algorithms and procedures. Forth, combined with practical work, elaborated subdistricts in forest fire fighting capability assessment logistical organization and implementation of the whole process, through assessment, it achieved the aim of supply the decision-making basis for the Commander and issue the direction of the capacity building. And then Verified the validity of the evaluation indicators and evaluation model.
