| Since the reform and opening up,China’s economy has achieved rapid development,and people’s living standards have become increasingly higher,but some new problems have also emerged in the rapid development.Civil servants,for example,use their remaining power to corruption.In particular,the number of civil service departures is increasing with the "eight rules" introduced since the 18 th national congress of the communist party of China(CPC),the rounds of rounds of central and local rounds,and the subtle changes in public awareness of civil servants.Objectively speaking,civil servants have good aspects,leaving has bad side,the good thing is to promote the rapid flow of talent,the bad aspect is stealth breeding ground for corruption,destroy the market environment.It is necessary to standardize and restrict the practice of civil servants after they quit in order to avoid harm and gain.Based on China’s existing regulations and practices in this field,this paper studies China’s current employment restriction system after civil servants leave their jobs.According to the relevant policies,laws and regulations,etc.,which have been formulated,this paper analyzes the employment restriction system and the implementation effect of laws after the separation of civil servants in China.The problems existing in the system of restrictions on the employment of civil servants after their separation from employment mainly include neglecting the construction of civil servants’ administrative ethics,the number of relevant laws,regulations,and policies being small,and the lack of coordination before each other.The system rules have strong principles and lack of practicality.After the civil servant left the post,the supporting mechanism for the employment was not perfect.Then,through the inquiry of relevant foreign documents,we summarize the mature systems and experiences of the United States,the United Kingdom and Japan in this respect,and then combine with the national conditions of our country.This paper analyzes which aspects of these mature systems and experiences can be used by our country,and which aspects should be paid attention to when they are applicable.Finally,it puts forward that,from strengthening the construction of civil servantsundefined administrative moral mechanism and perfecting the legislation of employment restriction,Improve the relevant employment restrictions of the supporting mechanism of Chinaundefineds current civil servants after employment restrictions to improve the system. |
