Since The 18th national congress of the communist party of china, China has actively pushed forward the reform of system of science and technology, and carried out the development strategy driven by innovation, to promote the structural reform and economic transformation, and help the innovative construction of China to start its new journey. China plans to be listed as an innovative country in 2020, which means the related responsibility and mission should be carried by scientific research. The major work should be undertaken by non-profit scientific research institutions, especially by the professional and technical personnel. Currently, it has been a very important subject for these non-profit institutions to design a set of performance appraisal system for their staff.This paper introduced the related theory and current status of performance appraisal in non-profit scientific research institutions in China, summarized the related problems. From general situation to specific cases, the paper took K institute as an example. By analyzing the present performance appraisal system of K Institute, discussing with scientists working in field, receiving the suggestions from staff members, some problems of current scheme were discovered with the real reasons being found, so that a set of performance appraisal scheme which accords with the features of non-profit research institutions was designed.By thinking the appropriate way for designing the performance appraisal system to professional and technical personnel in non-profit research institutions, considering current system, features, taking advantages of balanced scorecard, key performance appraisal, based on the performance objective and work content, analyzing the various factors to determine the performance elements need to be assessed, combined the quantitative and qualitative appraisal, dominated by the quantitative method of achievement record, helped by the qualitative method of all-around appraisal, the work performance and comprehensive assessment were evaluated comprehensively. Meanwhile, the appraisal index must be simple, easy to operate, so that it will be accepted by the scientists and technicians and could be implemented effectively. At the same time, it must have rather specific aim, and can not only focus on quantitative indicators, but reflect the real status and features of the positions comprehensively and objectively. The appraisal will focus on work performance and comprehensive evaluation. Work performance appraisal will adopt quantitative method of achievement record; comprehensive evaluation will adopt qualitative method of all-round assessment. Work performance is constituted by three first level indexes:position statement, scientific research and innovation, and the quality of the work, as well as eleven second level indexes like the undertaking projects etc. Comprehensive evaluation is constituted by four first-level indexes:virtue, ability, diligence and honest as well as ten second level indexes like moral cultivation etc. Based on related research results and related research institutions investigation, a reference value is given to every index as the weight. Meanwhile, in order to stimulate correct value orientation, improve work efficiency, the performance appraisal results will be used in aspects such as:material incentive, adjustment of position, and feedback which will help the continuous completion of the system. Finally, it has put forwarded some supporting measures like all the related staff should pay high attention, enhance themselves by training, create suitable atmosphere etc.By the implementation of the new performance appraisal system, combined work performance with the overall strategic objectives of the institutions, it will achieve the feedback and more communication, improve the work status and enhance the appraisal level of work performance in non-profit research institutions, so as to promote K research institute develop better and faster.This research focus on professional and technical personnel’performance appraisal in non-profit research institutions, it has provided suggestions and opinions for the performance evaluation on professional and technical personnel of specific industry with some innovation. However, because of the limited conditions, this research is not able to carry out more thorough and careful research on different types of non-profit scientific research institutions nationwide. The macro analysis cannot represent the overall situation, which will influence the results to some extent. It needs to be studied more thoroughly in the future.
