| In recent years,unexpected events have occurred frequently all over our country.Emergency management has become one of the hot neighborhoods of concern to the country,society and ordinary people.Emergency materials are the basic guarantee for emergency rescue work,and the optimization of emergency materials scheduling is an important support technology for carrying out emergency rescue work.In the process of emergency supplies scheduling,decision makers not only need to pay attention to the time factor,but also need to pay attention to the victims’ demand for emergency supplies.Therefore,based on the utility and demand of emergency supplies,this paper conducts research to solve the problem of one-time and continuous emergency supplies scheduling in emergencies.The main work contents are as follows:(1)The utility analysis of emergency supplies.In this paper,the relative demand satisfaction of emergency materials at disaster points is used as an index to measure the utility of emergency materials.Based on the relative demand satisfaction and loss function of disaster points,a multi-objective emergency materials scheduling model is constructed,which has the minimum delay time of total materials,the maximum relative demand satisfaction and the minimum loss when the demand is not met at disaster points.The optimal emergency materials dispatching scheme is obtained through the numerical example verification.Meanwhile,the actual arrival time of emergency materials is 30 h earlier than the expected arrival time.And under the minimum demand satisfaction rate,the demand for emergency supplies at each disaster site can be met in a certain percentage.(2)The dynamic demand analysis of emergency supplies.In this paper,the timespace conversion method is used to convert the problem of single rescue point with converging ability into the problem of multiple rescue points with special characteristics,and then the impulse demand fluctuation function and demand prediction formula are used to construct a single objective emergency materials scheduling model with the minimum cumulative sum of unmet needs of materials at disaster points.Through example verification,the optimal emergency material scheduling scheme for emergencies is obtained,and its target optimal value is 11% less than the optimal value considering only the impulse demand. |
