Analysis Of Government 's Sports Governance Under Pressure System

In the present age, Chinese government usually uses a ‘top-down’ governancepattern in some major social issues which were happened suddenly or accumulatively.This pattern takes the reorganized form after the reform and opening up as thebackground, uses the special short-term governance as the means of solving socialproblems and maintaining social stability. Compared with the Chinese normalizedmodel of governance, the government governance of motive style as an un-normalmeans of governance is suitable to the Chinese soil has a profound reason. Under themalpractice of current social system, the motive style governance with its efficientand short-term characteristics relieves and remedies the governance leak of currentsocial system, to a certain extent promote the positive development of society. But thedefects of the system itself, the objective factors of the governance process and thegovernor’s myopic, specific, mandatory consciousness characteristics lead the motivestyle governance into the predicament of ‘taking a temporary solution but not apermanent cure’. Therefore, this paper considers that currently China does not applyto the traditional motive style governance; it should have an appropriate reform. Andin current situation of the pressure mode system constantly intervening and restricting,the defects of the government motive style governance is particularly prominent.Optimizing the government motive governance mode, realizing the transformation ofgovernment governance mode is imminent and significant.This paper mainly point at the problems of motive style governance which thegovernment adopted under the pressure mode system, such as governmentshort-sighted behavior, psychic speculation. Analyzing the pressure mode system andthe government motive style governance, grasping the relationship between these two,through the study of Chinese government governance result, digging out a governancemode which is more practical, valuable and more suitable for the development ofChina. This paper separately analyzing the pressure mode system, motive stylegovernance and the effects of these two, taking the rectification of small coal mines inShanxi as an example, then analyzing the origin, effect, and the current predicamentof the government motive governance under the pressure mode system, finally puttingforward a new kind of government governance method called ‘long-term dynamicmanagement’. And believe that the new management mode which takes the‘long-term mechanism’ and ‘dynamic management’ as the core will have a positivesignificance to the field of government governance in our country and assist thecontemporary Chinese government administrative system reform better.
