With the accelerating of the pace of a new round of reform in rural land system,under the framework of the “three powers separation” system,the land circulation in rural areas has been accelerated through the liberalization of land rights.The circulation of agricultural land meet the needs of the market economy,it is conducive to large-scale management of agricultural land.At present,the circulation of agricultural land involves some participants,including local governments,village committees,the farmers,and new land-managers.They have their own interests in the circulation of rural land.Because of faults in the corresponding systems and laws,it has caused many problems in the circulation of agricultural land.The problems include excessive intervening by local governments in the circulation of agricultural land,the land transfer forced by village committees,the passive participation of farmers in agricultural land circulation and the abandoning of the land-mangers.This paper uses the theory of participatory governance to analyze the behavior deviations and main causes of the participants in farmland circulation,and builds a corrective path by focusing on three core elements of participatory governance: “empowerment” “participation” and “collaboration”.It not only provides a new perspective for the analysis of agricultural land circulation research,but also has strong practical significance.It is conducive to reducing the conflicts in agricultural land circulation,making progress in agricultural land circulation,and will also promote grassroots democracy's deep development and transformation of local government's governance model.This paper is mainly divided into four parts,the structure is as follows:The first part mainly described the background and significance of research on this topic,research achievement at home and abroad on it,ideas and framework of research,research methods,innovations and deficiencies of it.The second part elaborates the core elements of participatory governance,including “empowerment”,“participation” and “coordination”,etc.This part also makes analysis about concepts,development stages,main characteristics of agricultural land circulation as well as the importance of participatory governance to it.The third part analyzes the behavior deviations and roles of main participants including the government,village committees,farmers,land-users in the land circulation.The behavior deviations are mainly reflected in: the coexistence for local governments' behavior misalignment and offside,village committees' Functional deviation from development goals,farmers' passively participation and serious opportunistic behaviors of new land-users.Then,this part analyzes the causes of the behavioral deviations of the participants revolving around core elements such as “empowerment”,“participation”and “coordination”,it includes the power inequality resulting from lack of empowerment,weak awareness and ability of participation,fewer channels in participation,faults in participation mechanism and not having enough platforms to coordinate.The fourth part rectifies the behaviors of participants in the land circulation from the perspective of participatory governance.The measures include: solve problems of blanks and mixture of responsibilities of participants,fulfilling the goals of“empowerment” and “taking responsibilities”,improving farmers' awareness and abilities in participation,establishing and perfecting participation mechanism and cooperation platforms.In total,it can provides definite direction to participate in the farmland circulation for participants.The conclusion part summarizes the whole thesis and prospects the future.It puts forward that participatory governance plays important role in the agricultural land circulation.It includes: ensure all participants play their roles in the land circulation orderly and effectively,enforce main status of farmers in it,promote scientization and democratization of decisions of local governments.
