Study On The Function Of Sub-district Office Of Central Urban Area In Tianjin City

Sub-district office is the agency of urban basic-level government in China and the basic level organ of political power with Chinese characteristics,it is leaded by superior government,and faces up to the masses,exercises legal authority vested by government,and assumes management and service functions within the jurisdiction.As the primary scene of for government to manage society,the performance of sub-district office directly reflects the administrative method of government and concept of managing state affairs of the country,the scientific,reasonable and practical function of sub-district office is connected with the developmental level of administrative control system and mechanism.At present,our country is faced with the “New Normal”,society accelerates to transform,and various contradictories are overlaid and prominent.Meanwhile,China also enters into the new “reformation period”,the comprehensive and deepening reformation is breaking through and progressing in all key fields.Administrative restructuring is one of the core areas of the important strategic of deepening reformation in China.It is the major issue in the face of our country at present to convert governmental administrative function,rationalize the superior and subordinate hierarchical relationship of government,optimize structure of department,improve government administrative efficiency,and form the administrative control system which has advanced management concept,accords with future development trend,is scientific,reasonable and efficient,has favorable decision and execution,and powerful democratic supervision.As an important component of administrative system of our country,under the background that economic society develops at a high rate of speed,bold changes occur in the national lives,and the thought of public administration updates constantly,sub-district office has not adapted this rapid variation as its management system and mechanism construction is behindhand,and some problems are exposed in the realistic operation.Solve the serious problems in the process of sub-district office function fulfilling,strengthen function transformation of sub-district office are the key steps to adapt the development of modern urban society,satisfy demands of the people,complete system of administrative control in our country and construct new-type modernization government.This paper tries to stand in the view of public administration,use empirical analysis,talking analysis and other research approaches,takes sub-district office in Hongqiao District as example,carries out the study according to the condition,finds the problems,analyzes the causes,discusses the trend and raises the countermeasures and suggestions to optimize the function fulfilling of sub-district office: promote street reformation step by step,intensify status of street;build hierarchical management mechanism with matching rights,responsibilities and duties;confirm the jurisdiction of street scientifically and reasonably;actively play the function of social intermediary organization;set antecedent test sites,and explore the new reformation route of sub-district office.
