Study On Transportation Government Administration Policy Under The Background Of The Transformation Of Government Functions

Since the eighteenth National Congress of the Communist Party of China,China has entered a crucial period of reform.An important part of the reform is the transformation of government functions.To improve the administrative efficiency of the government,and to build a service-oriented government to provide the public with high quality and efficiency.Change of road administration functions is an important part of the transformation of government functions,social development,economic growth,people's lives and other aspects are inseparable from the support of the transport industry.Study on the management policy of road transportation in the context of the transformation of government functions,for road transportation function change direction,can also provide ways for the transformation of government functions.This dissertation first describes the theory of the transformation of government functions,and points out the important significance of administration policy transformation of administration functions;then through the analysis of the developed countries in the road transport management functions,summed up the experience and enlightenment of developed countries are worthy of our reference in traffic management;Under the guidance of theory and practice,some problem in traffic management such as too many illegal act in transport,illegal transport operators repeated and the dangerous of road transportation administrative law enforcement are analyzed and summarized through Game Theory,Law and Economics Theory and Psychology Theory;finally points out that the administration in the transformation of government functions under the background of the direction of reform,to promote the healthy development of the road transport management functions.
