China is a traditional agricultural country.Hebei province is a major agricultural province.Agriculture,rural areas and farmers have always been the focus of China’s development strategy,and also the focus of Hebei’s development.With the development of economy and society,especially since the beginning of the new era of reform and development,the development of rural areas has entered the fast lane and upgrading area.The development of agricultural industry and the construction of rural infrastructure have made great achievements,and the living standard of farmers has also improved significantly.In rural areas,people’s increasing need of better life and unbalanced contradiction between the full development of the foundation has become the main social contradiction,substantial improvement in the material life,improve farmers’ spiritual life,promoting rural civilization construction has become the inevitable trend of the development of rural areas and an important issue.At the party’s the fifth Plenary Session of the 16 th CPC Central Committee,the overall requirements for the new rural construction of the "twenty character principle" is put forward,namely "production development,well-off life,rural civilization,clean and tidy village and democratic management".The rural wind civilization refers to a state of society in rural areas is positive,thriving,specific performance for the further development of rural culture and education,medical and health undertakings.In 2017,the nineteen major reports of the Communist Party of China put forward the implementation of the Rural Revitalization Strategy,and put forward the general requirements of "industrial prosperity,livable ecology,civilized rural culture,effective governance and well-off life",aiming to create an upgraded version of the new socialist countryside.Continue to focus on agriculture in 2018 central document "the CPC Central Committee and the State Council on the implementation of the strategy of revitalizing the country",and made the overall planning and guidance for the revitalization of rural construction of rural civilization strategy,make the rural wind civilization has become a hot topic of concern,has very important research significance.The purpose of this study is to enrich the research results of the construction of rural wind civilization and to offer suggestions for the actual situation of the analysis of existing problems of rural civilization construction in Hebei Province,analysis of problems or difficult to solve the essential reason,common factors caused
