The “Mumin” theory has the biggest influence in Chinese traditional public security.If the govern structures don't change,ruler wouldnot care about the order in the public.Then,out of “judge” and “tax”,the government did nott have enough ability and attention to social daily security.Most of security powers in private can't be effective actually.To start with modern China,with the influence of western police,the traditional public security converted from “dominant” to “management”.Government should fill up the vacant position in the social management.Patrolling police appeared at times,because it was the basic power in public security.To start with the end of Qing dynasty,police administration was implemented in nationwide.The process of public security' change of modern China was from “dominant” to “ management ” through setting up institution of policy.Whatever the type of organization or security management of police law,there were detailed legislation from the end of Qing dynasty.In initial stage of the Republic of China,the level of legislation had reached a high goal of science and system.Especially in the aspect of police duty,the National Government implemented the “police precinct institution” in nationwide and it improved efficiency of police working.On the practice of patrolling police,the government of modern China put the core working of patrolling police on the management and control of daily public security.Although it is natural conflict between management of daily public security and freedom of people,and patrolling police,themselves,still had long-standing abuse of tradition security system.Institution of patrolling police made uncontrolled daily order into the innocent track with government management and held the main goal that nation joined in the management of social public security.The goal of letting patrolling police become the end of authority should not only prevent potential safety hazard,but also support public welfare.
