In the face of increasingly severe complex law enforcement environment, how to improve the administrative level, shoulder safeguard national security and the historical mission of maintaining social stability, has become a important theoretical and practical significance of the topic which the public security organs is faced with. At present, Management system of the public security organ has many loopholes, police resources management is still in the traditional personnel management system, the lack of perfect law system and scientific management system. These drawbacks and deficiencies serious impact on the overall adjustment ability of the public security organs to society, the threat to national security and people to live and work in peace and contentment. Since founded London’s metropolitan police in 1829, western developed countries in the process of strengthening police resources management gained valuable management experience. Therefore, in deepening the reform of policing management system in our country, in order to strengthen the management of police resources process, our country can fully learn from foreign advanced management experience, to maximize the development of police resources.In this paper, from the view of history, with comparison method, through scientific management and legal system to perfect the system of police resources management in our country. Full text is divided into four parts:The first part is summary of police resources management in our country, including the basic meaning of police resources, historical evolution process of police resources management, the basic form of police resources configuration and the main content of police resources management research.The second part of the problems existed in the exploitation and management of police resources, mainly from the organization and management, the management idea, enroll, training and performance evaluation, and so on in-depth discussion, and combining with the human resources management related factors in-depth analysis of the main causes of formation of police resources management issues in China. Such as police configuration is not science, lack of scientific management goal, the lack of corresponding legal security for the police enroll ignored in organizational culture, training mechanism, performance evaluation assessment mechanism and talent incentive mechanism is not sound and so on the factors restricting the development and utilization of police resources.The third part analyzes the outside police resources development and management of some steps, and introduces the absorption civilian employees, Britain attaches great importance to the training of practical and German police common management methods, such as, in the process of strengthening police resources management in our country can make full use for reference the experience of management which accords with the situation of our country.The fourth part put forward the countermeasures of exploitation and management of police resources. This article in a new Angle of view, the human resources management related theory and the public security to carry on the organic integration of the personnel management system, from the system level to perfect our country police resources development and management mechanism, promote the management of police resources under the rule of law and scientific.
