Study On The Current Situation And Reform Path Of Letters And Visits

On the occasion of the deepening reform of the petition system in China,this paper takes the petition work of China as the object of study and takes the petition work of H city as the breakthrough point.Comprehensively using of data statistics,literature,comparative study,inductive deduction and other methods,this paper pointed out several outstanding issues of H city.These problems are mainly the high number of letters and visits and heavy task of institutions,the upward pressure on the contradiction is high and the functions of the letters and visits departments are offside,the key areas of letters and visits are outstanding and the petition departments to resolve is difficult,continue to visit after the end of the program.This article focuses on the causes of its analysis,and try to adapt to the new era of petition work specific reform path.Based on the theory of rule by law and the theory of social governance,according to the spirit of the eighth national petition work conference,this paper puts forward the concrete way to reform the petition work.These paths are to deepen the rule of law construction of letters and visits,improve the operational mechanism of letters and visits,improve the work concept of letters and visits,improve the interests of the masses,express the mechanism and raise the level of social governance and service.So that the efficiency and function of the petition work can be further improved,and the petition system in China can serve the Party committee,the government and the people better.
