In recent years,as the level of urbanization has continued to improve,more farmers have increased their incomes by transferring employment,and enjoying better public services by turning them into citizens.As a result,urban consumer groups have continued to expand and the consumption structure has been continuously upgraded.Huge investment needs such as infrastructure and housing construction will provide continuous impetus for economic development.With the acceleration of the urbanization process,from provincial capital cities to small counties are actively carrying out the construction of new urbanization.The construction of new urban districts also represents the development level and comprehensive strength of a region to a certain extent,and it has an impact on the development of a region.It has a function and significance that cannot be ignored.However,the shortage of funds and financing difficulties have always restricted the government to take further measures.The construction of many new towns is only under planning and no actual measures have been taken.Therefore,in order to accelerate the construction and development of new towns,the state has issued a series of PPP policies and guidance.A series of documents actively allow and encourage social capital to participate in the planning,management and construction of towns,so as to alleviate the lack of government investment funds and financing channels.Narrowness and other issues have greatly reduced the government's financial pressure,and at the same time,the supply capacity and efficiency of public products and services have been greatly improved,greatly reducing the risks in the construction and operation of new towns.Therefore,the research in this article will focus on the performance evaluation of PPP projects in new towns during the operation period.This paper summarizes relevant researches on PPP projects at home and abroad,and evaluates the performance of PPP projects in new towns during the operation period based on a collaborative perspective.First,using literature analysis and expert scoring methods,using the "WSR methodology",based on the three dimensions of physics,affair,and human management,construct a new town PPP project performance evaluation index system.Next,taking into account the characteristics of the new town's PPP project and the difficulty of data acquisition,the analytic hierarchy process is used to establish the weight of each indicator,and then the fuzzy comprehensive evaluation method is used to calculate the total performance evaluation score from the overall perspective.In addition,considering the internal components The correlation between the systems,based on the collaborative perspective and the multi-objective technology of system engineering,establish the coordination model of the performance appraisal system,and finally apply the constructed performance evaluation model to the specific case,combining the actual overview of the case project to calculate each The overall score of the annual performance evaluation and the degree of coordination between the subsystems,so as to improve the comprehensive evaluation of PPP project performance evaluation,promote the healthy development of PPP projects in new towns in China,and help enrich the relevant research on PPP project performance evaluation.
