The Contact Card System At The Grass-roots Village (Community) Application And Its Promoting Countermeasures

Today,the integration process of China's urban and rural areas are accelerating.Social development situation is gradually updated.Social structure is adjusted.People's demand for social management is also more and more complex.The original work style,management functions and organizational forms can not be used as a link between the Party,the government and the masses.Grassroots community as an important carrier of building a harmonious society in China,is the basic unit of social management of the state.With the deepening of reform and opening up,The construction of new socialist countryside is entering into a critical period.Grass-roots shows the different characteristics of the complicated social contradictions,diversified service demands,multiple participants,dynamic management object and legal social development."The contact card" system is driven in such a social trend,focus on strengthening grassroots management,harmonious grass-roots party masses relations,and solve their practical problems effectively.It is an initiative,which can promote the harmonious and stable development of grass-roots management.In the practice of the past few years,"the card" has played an active role in the management and service of the grass roots.It effectively improved the management level of grass roots and the effect of serving the masses.Combined with my own work experience in Wuzhong District Henjing Street,and based on the theory of grass roots governance and villager autonomy,this paper discussed the problems in the application and development of "the card" in thegrassroots management.Through research,the writer tried to help and inspire the development of the current system and the rural grass-roots social management.
