In the system of management about legionary logistics, logisticmanagement in army is a field of research which covers manyaspects, involving various kinds of knowledge and practices.Its research boundaries are compartmentalized by strategiclogistics, battle logistics and tactical logistics;the logisticmanagement in army focuses on the grass-root logistic managementmatters in tactical aspects.This paper will present four parts.In the first part, the role and significance of the grass-rootlogistic management in army is elaborated in four aspects. One isseen from the organizational point of view, expatiating that army'slogistics is not only a part of the big system of legionary logistics,but a part of army's programme and one of the elements thatstructures the battle effectiveness. The second is seen from the basicfunctions of the grass-root logistics: guarantee of supply andlogistic management. So the grass-root logistic management is oneof the basic functions of grass-root logistics. The third is seen fromthe effect that the logistic management of grass roots exerts on thelogistic task, referring to it as the key link of improving theperformance of legionary logistics. The fourd is based on thesureness and tranquilization that the logistic management of grassroots impacts on the whole army, pointing out that in order to keepthe stabilization of the army, it should rely on the drill andadministrative run which is strict and normal and the powerfulpolitics and idealistic education. Also it needs better guarantee oflogistic service and logistic management.In the second part, it discusses the unique characteristics ofthe logistic management in army's grass roots. One begins with thequality of the army's skeleton logitics, illuminating that the processof the logistic management in army will be the process of nationaleconomy power translating into the logistic guarantee.Thereby, itsadministrant work has the characteristic that combines the militaryaffairs with economic matters. The second part starts with time andspace, explaining that the most primarily kinetic form of physicalmodality is also the form of the logistic management in army'sgrass roots. So, the domain of time and space is anothercharacteristic of the fundamentally logistic management. The thirdelucidates that the logistic specialty has many categories and needsexquistite technique. Consequently, it makes the work of logisticmanagement possess a bright characteristic of professionaltechnique. The fourd begins with the consumptive speciality ofskeleton logistics, discussing that the managing work would layparticular stress on consumptive characteristic.In the third part, it addresses on the existing problems andits reasons of current logistic management in army's roots. On theone hand, from the actual situaiton and statistics, it shows that thereare many problems in the logistic management, such as inferiorquality of management, serious destruction of basic facilities,prevalent phenomenon of contrived waste and the difficultyachieving the standard of meal. 0n the other hand, it takes apart theexisting problems and indicates the primary reasons of thoseproblems in fundamentally logistic management, which are thevagueness of managing duty, the formalistic of managing work, theunitary of managing and manipulative ditch and the short ofrestricted system.In the last part, concerning the solution of the problems infundamentally logistic management, the rules it should follow andsome effective measures is brought forward. First of all, it explainsfour principles of fundamentally logistic management in thearmy——obeying the whole complexion, stress on the economicbenefits, attach importance to arousing the masses and pay attentionto treat both its cause and symptoms. Secondly, it stressesdiscussing six effective measures. One is cultivating the talents ofmanagement and universally solving the problems of inferiorquality and weakly managing consciousness of the manager. Thesecond is improving the administrant methods and concentrating onsolving the problems of the bold and unconstrained managementand the backward measures. The third is seizing the key ofmanagement and solving the problems of the disloyal managementand the inferior benefit. The fourd is putting the administrantrelation in good order and availably solving the problems of thevague duty and the low efficiency. The fifth is strengthening theadministrant system and paying attention to solving the problems ofthe untimely establishment of the constitution and system and thenonstandard activities. The sixth is enhancing the sureillance ofmanagement and emphasizing solving the problems of disobeyingthe constitution and not trying their best to investigate and prosecute.
