A Research On Problems And Countermeasures Of Suzhou's Combat Against Telecommunication And Internet Frauds

The whole process of telecommunication and Internet fraud is based on modern telecommunication methods and financial tools by fraud perpetrators with no physical contact with the victims.Based on these features,the telecommunication and Internet fraud criminals can set up fraudulent call centers in remote areas in China or foreign countries.Characterized by large scale,wide range,huge amount,cross regional or international,telecommunication and Internet fraud is difficult for police department to investigate,collect evidence,capture suspects,interrogate and crack down,which causes negative social influence.According to statistics,from 2010 to 2015,telecommunication and Internet fraud in Suzhou grew by 20%-30% each year,causing huge amount of property loss to local citizens,exerting negative impact on social stability and people's well-being.This paper is a research on telecommunication and Internet fraud in Suzhou in recent years.Its research methods include statistical analysis,case studies,literature studies,crime analysis and other research tools.Referring to other international and domestic scholars' research results,this paper analyzes the status,characteristics and patterns of telecommunication and Internet fraud,find out the difficulties and causes in crime prevention and combat.With respect to the difficulties involved in telecommunication and Internet crime investigation,ringleader capture,crime assets return,evidence collection,crime conviction and sentencing,this paper hereby puts forward some ideas and suggestions to improve the situation.It is imperative to give full play to police department's leadership in combating telecommunication and Internet fraud so its efficiency can be improved.Establish effective and convenient international law enforcement cooperation mechanism to crack down telecommunication and Internet fraud call centers abroad.Include both police and the mass public in crime prevention and eradication to strengthen effects in anti-telecommunication fraud publicity.Telecommunication and financial departments need to step up supervision and cut off crime chains.It is imperative to establish anti-telecommunication and Internet fraud center to integrate all the resources of Suzhou city and clarify responsibilities of different departments working together.The ideas and suggestions put forward in this paper will be conducive to building a comprehensive telecommunication and Internet fraud prevention and combat system led by police department and participated by general public in Suzhou.
