At present,the government plays an important role in the process of managing and controlling public crisis,therefore,it is of great significance to construct a series of scientific and reasonable allocation and guarantee mechanism of resources.As a branch of public crisis,the public opinion of public emergencies also needs the administration of the government.However,from the current situation of management in China,there are still a lot of shortcomings.Although local governments in China are coping with emergencies caused by natural disasters,urban and rural planning and market economy reform,they have certain ability to manage.However,there is no scientific and reasonable coping strategy and management experience in emergency management of public opinion of public incidents.Nowadays,with the rapid development of science and technology,network technology has also developed rapidly.with the network as the media,publish incendiary remarks,questioned the work of the government,the black and white confuse truth and falsehood,to discredit the image of the government,resulting in a series of public emergencies occur.Through the analysis of a large number of cases,we can see that the reasons for the frequent occurrence of these cases mainly include two aspects.On the one hand,the government has been in a passive situation and can not find a reasonable and effective way to respond in the process of public public opinion in public emergencies.On the other hand,it is accompanied by the widespread use of the Internet.Once the public emergencies happen,a large number of Internet users will form an irresistible force of public opinion in a short time.At this stage,the public opinion of public emergencies has gradually aroused the high attention of local governments at all levels in China.But the existing emergency management methods can not meet the emergency management needs of public public opinion,and can not realize the scientific and effective management of the emergency.Therefore,it is of great significance to develop a series of practical and feasible emergency management strategies for theanalysis of the current public public opinion of public emergencies.According to the concept of public emergency network public opinion and theory,the integrated use of literature,survey method,case study method,carried out preliminary research and Analysis on public emergency network public opinion emergency management of local government in china.Firstly,it expounds the research status of public opinion emergency management at home and abroad.Secondly,it introduces the theoretical concepts related to the public opinion of public emergencies.Thirdly,the present situation of emergency management of public public opinion of local government in China is clarified.In addition,the case of violence and dismantling of women and children in Haikou and the detention of police of Yanzhou netizens in Shandong as an example,the corresponding research and analysis were carried out.The problems existing in the emergency management of public opinion on public incidents in China are found.It mainly includes four aspects,which are the lag and fuzziness of information release,the untimely guidance of public opinion,the lag of processing time,and the imperfect response mechanism of the crisis.Then,the reasons for the problems are analyzed in four aspects: local government cognition,local government behavior response,local government emergency management operation mode and local government crisis response mechanism.Finally,according to the existing problems,the corresponding emergency management strategies are formulated from five aspects.They are to strengthen the local government’s attention to the public opinion,optimize the staffing,deal with the public crisis of public emergencies effectively,enhance the management and construction of the media platform,and establish a perfect public emergency response mechanism.I hope this article can provide useful reference for local governments at all levels in emergency management of public public opinion in public emergencies. |
