The Decision-making Game In The NIMBY Event

NIMBY means“Not in my backyard",which was translated by the Taiwan scholar according to the meaning.The existence and evolution of NIMBY inevitably results from the change and transition of China? s society.The essence of the decision-making game in the NIMBY Event refers to the construction of the decision-making strategy and the choice of behavior between the relevant actors,especially between the government and the public,and finally realize the balance of interests and the governance of NIMBY.This paper researches the case of Wujiang waste incineration power plant through analyzing the subject,strategy and behavior in the process of the decision-making game.It holds the view that government and the public achieve a certain sense of exchange of views and strive to balance the interests in the game at the moment.However,undeniably the existing decision-making mechanism and the design of the relevant system still can not solve the dilemma of the conflict.This paper attempts to further explore the way of governance.It concludes that in order to be committed to the formation of optimal decision-making under the open conditions,philosophy of the government should be changed firstly.It should emphasis on making risk communication more detailed in the game and strive to form a more complete conflict avoiding system.The most important is through the scientific system of government Decision-making,to the citizen participate into the project decision-making process,which should be significant means and directions to alleviate the current conflict.
